Pennant Banner 1 Cookie Cutter

Pennant Banner 1 follows a curved row of hanging pennant flags. The reference illustration shows orange and yellow panels with small contrasting motifs. Separate the individual flag icing areas before adding selected decorative marks. The complete party banner uses one outer silhouette rather than separate flag cutters; compare its wide dimensions before planning packaging.
