Halloween Pumpkin Cupcake Cookie Cutter

Halloween Pumpkin Cupcake follows a cupcake topped by a small pumpkin. The reference illustration shows a broad white frosting mound and tapered purple wrapper. Keep the pumpkin distinct from the frosting using contrasting icing colors before adding selected face details.
