St Patricks Day Shamrock Wreath With Banner Cookie Cutter

A scalloped wreath above a curled banner makes a frame-style St. Patrick’s Day cookie. The reference decorates the ring with shamrocks and gold horseshoes, leaving a clear center and a bright green ribbon below. Choose a few larger shamrock accents rather than crowding the border, and use the banner for short lettering if desired. The wreath center is part of the cookie, not an internal cutout.
